Did Obama break the Logan Act?

There is another major issue about Obama that is not being reported. According to the Iraqi Foreign Minister in a July meeting with additional people Obama pressure the Foreign Minister to not finalize a troop withdrawal agreement with the US until after the election.

Now if this is true this is just unbelievable! He says he wants to bring home troops right away but don't let anyone else do it first.
